This is a delicious elegant antique French enamelware candle holder / bougeoir made by Belgian manufacture of Saint Servais discount in the 1920s for the French market, signed Etoile PEN underbase
Urn-shaped candle dwell and lovely decoration of fine blue encircling bands with gilt detailing.
